Recall Remove Recover
November 2, 2010

July 1, 2010

Voters in South Orange County are united in restoring fiscal responsibility and accountability to the Capistrano Unified School District ("CUSD"). Numerous organizations representing all segments of the community are currently engaged in an effort to recruit and elect responsible candidates to the CUSD Board of Trustees in November and give voters local control over how they elect future CUSD trustees.

Last week the Orange County Registrar of Voters certified a parent led effort to recall Mike Winsten and Ken Maddox from the CUSD Board. In addition to the recalled trustees, there are also three trustees who will appear on the November 2nd ballot as part of the regularly scheduled election cycle. These trustees are closely aligned with the two trustees subject to recall and must also be removed from office.

The November ballot will also feature a parent sponsored initiative to change the way trustees are elected from an "at-large" method to a "by trustee area" voting system. This initiative will help our district recover from outsiders who seek public office but care very little for public schools.

Children First Coalition 2010 represents all segments of the CUSD community and is the primary organization which will organize, coordinate, and manage efforts concerning CUSD and the November election.

Members of Children First Coalition 2010 include representatives from Capistrano Unified Children First, Parents for Local Control, candidates for the CUSD board, representatives of local political parties, religious organizations, businesses, real estate groups, parents, teachers, and other employees of CUSD.

Capistrano Unified Children First will introduce selected candidates for the five available trustee positions in July. The two candidates selected to replace the recalled Trustees will be introduced on Tuesday, July 13th. A press conference will be held at 9 AM at Las Palmas Elementary School in San Clemente to introduce the candidate for trustee area 3 and a second press conference will be held at Oak Grove Elementary School in Aliso Viejo at 11 AM to introduce the candidate for trustee area 5.

The voters of South Orange County celebrate the certification of the recall petitions for the removal of Mike Winsten and Ken Maddox by the OC Registrar of Voters.

Years of broken promises, out of control spending, secret meetings, and votes to award financial settlements to individuals that financially supported their campaigns has created the necessity to remove CUSD Trustees Winsten and Maddox from office before they can fulfill their terms. The voters of South Orange County are highly motivated to remove and replace both Ken Maddox and Mike Winsten from the CUSD Board of Trustees at the earliest possible opportunity.

Parents for Local Control submitted over 66,000 recall petition signatures to the Orange County Registrar of Voters. This represents approximately 33,000 signatures to recall each trustee. We anticipate that a recall election to remove Mike Winsten and Ken Maddox from the Capistrano Unified School District Board of Trustees will be placed on the November 2, 2010 General Election ballot. There is virtually no cost for the recall election if it is part of the November General Election.

Unlike previous CUSD recall attempts, the current effort was accomplished using only volunteers. The recall was financed from individuals living within CUSD who donated up to $100. Less than $10,000 was spent for printing, advertising and other costs.

The Orange County Registrar of Voters allowed 160 days to collect 22,000 valid signatures for each of the trustees being recalled. We began on March 1, 2010. Parents for Local Control collected over 33,000 signatures to recall each of the trustees in less than 60 days. Over 80% of the volunteers who circulated the recall petitions were parents. Petition signatures were gathered from voters living in all areas and communities within the Capistrano Unified School District.

The teachers union (CUEA, CTA, NEA) was not involved in initiating, planning, organization or financing this recall effort. Parents for Local Control has maintained a strict distance from other groups active within CUSD. Individual teachers were significant contributors to the success of this effort.

No other recall effort has attempted to qualify a recall in less than half of the allowable time or without paid signature gatherers. The fact that volunteers collected approximately 11,000 more petition signatures than needed in less than two months is unprecedented.
